The Wizard King of the West is a one-time character who appears in the The Adventures of Super Mario Bros. 3 episode "A Toadally Magical Adventure." His name is a pun on the Wicked Witch of the West, the main antagonist of The Wizard of Oz, although the Wizard King of the West is not a villain.
