Ruddy Road is the first official level in Paper Mario: Color Splash. This level expands upon the Paint Hammer mechanic, as well as introducing some new elements. There are two 
Mini-Paint Stars in this level.
Playthrough - Red Mini Paint Star[]
After crossing the bridge upon entering the level, an uncolored house will be there. By repainting it with your Paint Hammer, you rescue 12 trapped toads.
After going past the house and crossing the bridge, 5 Slurp Guys are caught sucking out a big spot on the ground. After killing the 3 that attack you, 2 of them run away off-screen. Going right on the split pathway you encounter a tree with the remaining 2 Slurp Guys holding buckets.
This area also reveals a new set characters with the purple Rescue Squad Captain. He is seen next to the first appearance of a Thing. This is shown as the Fire Extinguisher thing, an item required to defeat Morton Koopa Jr in The Crimson Tower. However, this can only be accessed once all Rescue Squad members are found. Unfortunately, the 3 other members are missing.
Returning back to the split pathway and going on the other bridge leads to another Slurp Guy. Once defeated, you pass by a Save Block and a MAX UP Heart.
After entering the new area, you pass a sign with a shy guy imprinted on it, reading "-Beware the Paint Thieves-". A little walk reveals a Mini Paint Star, but it can't be collected since it has a colorless spot on it. Further down the path, a café is seen with a long line of Shy Guys. The Slurp Guy seen earlier dashes away from the table he was sat at. Going his direction leads to a sign with a shy guy, similar to the one seen before. This sign, however, reads "Beware the Incredibly Handsome Paint Thieves!" Hitting the sign with your hammer reveals that the Slurp Guy with the bucket hid up there. Giving up, he follows you back to the Mini Paint Star.
When it seems like the end just begins a new challenge. The Slurp Guy leading them back only set up a trap for 2 other Shy Guys to roll up the ground. During the chase, objects are seen dropping on him, increasing the challenge even further. After the ground makes a full loop, another Shy Guy tapes the loop to the flat ground. After going through a tree, heading around the unpassable wall reveals that one strip of tape keeping it stuck. After removing it, mario can then walk on and hammer the loop and eventually unravel it completely, smushing the 4 Shy Guys on the other side. After a well timed stomp with the café toad, the Shy Guy's meet their end. This is the end of the level after grabbing the red Mini Paint Star.
Playthrough - Blue Mini Paint Star[]
Returning to Ruddy Road with all members of the purple Rescue Squad will reveal access to the blue Mini Paint Star. Heading back to the area where the Rescue Squad Captain was found, the other three members are seen standing in a line.
Once the roll call is complete (with all three members present), they commence "Operation STEP IT UP", using themselves as some sort of ladder for Mario and Huey to climb on. After pulling the Fire Extinguisher thing, it is wrung out and put into card form. This is the end of the level after grabbing the blue Mini Paint Star.
Furthermore, if the Prisma Café toad is talked to when returning to Port Prisma, a new cutscene is revealed when talking to the Ruddy Road Café toad in Ruddy Road. These toads inherently switch locations, unlocking both the Prisma Café and the Ruddy Road Prisma Café.
