The Rescue Lakitu is indistinguishable from the rest of his species, though he does carry a fishing line.

The Rescue Lakitu is shown to be capable of teleportation in Mario Kart 8, teleporting over to where racers have fallen out-of-bounds immediately. As with most Lakitus, his cloud serves as his personal transport vehicle or steed.
In the Mario Kart series[]
The Rescue Lakitu serves as the rescue service for the Mario Kart games. Whenever a racer falls into a spot that they cannot escape, the Rescue Lakitu will grab the kart with his fishing line and plop it back down on the track so the fallen racer can continue. In games that use Coins, the Rescue Lakitu will take three; if there are less than three, the Rescue Lakitu just takes all the coins.
