Koopa

Dry Bones

The Koopa and Dry Bones have two unused bones (wing_l1 and wing_r1) in their model files. Although the bones are not used in this game, they were used in Mario Kart: Double Dash!! as Paratroopa's flapping wings as both Koopa and Paratroopa shared the same model in that game. These were probably just leftovers from when Nintendo ported the model from Mario Kari: Double Dash!! to Mario Kart Wii. The bones are not referenced to any of the animations for Koopa Troopa or Dry Bones, meaning hacking the texture over the bones would make it unable to move.
MKW-Bds-Unused-Losing-Daisy-Crown-Animation
Baby Daisy Baby Daisy (and Baby Peach) share the same bone structures as both Baby Mario and Baby Luigi, which is sometimes normal as it saves time for the developers while creating the game. However, the cap bone for Baby Daisy (and Baby Peach) is due to it not being weighted to move their crowns around when doing tricks and such, as compared to the case with Baby Mario and Baby Luigi. Instead, the crown is part of the face bone (despite the crown itself being modeled) in such a way that would make it possible to move. If one were to weight it correctly in a 3D model editor, it's revealed the crown has a unique animation for losing and will jiggle the crown as Baby Daisy (Baby Peach) cries.
MKWii-LakituBattle
Lakitu An unused battle mode item (jugem_battle.brres) meant for Lakitu, which can be found inside /Race/Common.szs files. The animation seems to be a copy of the backwards animation in VS race, but with an X on the sign instead of a U-Turn. The animation's name is jg_st which probably means stop (For example, the name of the going back animation is jg_no). It's possible that it was supposed to appear at the end of the battle when all the karts would stop and wave the sign, similar to how Lakitu waves a flag after the player finishes a VS race.

Luigi Located within /Race/Kart/mdf-kart-lg.szs (which is Luigi's Standard Kart M) are four unused animations for Luigi. The top two show Luigi putting his foot on the gas and brake pedals (which no animations exist of this in the final game) and the bottom two are him punching to the left and right. These are possibly leftovers from Mario Kart: Double Dash!!.
N/A Funky Kong Funky Kong has a bone (tie_1) that was leftover from Donkey Kong's boneset, due to the developers using him as a base for Funky Kong. While the bone is animated (since both Donkey Kong and Funky Kong use the same animations), it is not rigged into any part of the model itself.

Daisy

Rosalina

Peach, Daisy, and Rosalina have a bone (skirt_1) that used for their dress model when playing with karts. This bone is also present on their biker outfit variant, which goes unused.

Both Peach and Daisy have four bones in their boneset (d_hair_1, d_hair_2, p_hair_1 and p_hair_2). As the filenames suggests, they relate to both the hair models along with first letter to their respective character name (d_hair is Daisy and p_hair is Peach)
