Lightning is an item from the Mario Kart series. Usage results in the player's adversaries shrinking. A similar item has the same effect, called the Thunderbolt.

Mario Kart 64
If you hit a lightweight and you are a heavyweight, you're going to knock that player out. If two lightweight competitors hit each other, they'll both be squashed. If they hit a Thwomp, they'll be squashed.
Mario Kart: Double Dash!!
If you've been disposed of, such as falling off a cliff, or have been hit by an item, the thunderbolt won't affect you. So if you see another competitor with a thunderbolt you'd better dispose of yourself very quickly.

The lower your rank is at point of contact the faster your recovery. For example, a competitor in last place recovers considerably faster than someone whose first.
