Bullet Bill is a track and field athlete and owner of the Mushroom Stadium. The player's character can challenge him to a race, and if they win, Bullet Bill gives them the Mini Soccer Gaddget.
In a different quest, Bullet Bill allows the Kamek Krew to perform at the Mushroom Stadium for free, being a huge fan of theirs.
